Madagascar’s 2025–2029 PDSS serves as the national strategic framework for improving population health by strengthening health systems, ensuring equitable access to services, and advancing Universal Health Coverage. To ensure the PDSS is financially actionable, sustainable, and aligned with national and partners' financial resources, the MSANP requires a comprehensive costing of all PDSS strategic objectives. The costing exercise will support: (i) Medium‑term expenditure planning, prioritization and sequencing of interventions, (ii) strengthening resource mobilization, budget predictability and avoid fragmented financing by ensuring that scarce resources are used efficiently, and (iii) translating strategic objectives into quantifiable interventions and budgets, making it possible to prioritize investments based on data and national needs through the implementation period, and (iv) ensuring that government, civil society, and partners, work toward a shared vision of equitable, resilient, and high‑performing health systems. Air pollution is one of the leading environmental health risks globally. The Personal Assistance Service (PAS) is an important tool for social inclusion, enabling persons with disabilities to live independently and participate actively in community life, in line with the provisions of the UN Convention on the Rights of Persons with Disabilities (CRPD), which the Republic of Moldova ratified in 2010. Currently, the regulatory framework governing the organization and functioning of the PAS is defined by Law No. 60/2012 on the social inclusion of persons with disabilities and Government Decision No. 314/2012 approving the Framework Regulation on the organization and functioning of the PAS, together with the Minimum Quality Standards. However, the existing modalities for employing personal assistants and delivering the service do not adequately meet real needs, resulting in inequities in coverage, quality, and financial sustainability. While the number of beneficiaries has steadily increased in recent years, the human and financial resources allocated have not evolved proportionally to demand. The Ministry of Labour and Social Protection (MLSP) intends to revise and improve the contracting and delivery framework of the PAS to ensure a more equitable, flexible, and needs oriented system. This will include differentiating levels of support and exploring alternative financing and contracting mechanisms, with the ultimate goal of strengthening inclusion and improving the quality of life for persons with disabilities. Since October 7th, the health system in Gaza has been largely destroyed with no hospital fully functional and most Primary Health Clinics only partially functional. INGOs are facing registration issues, and it remains unclear how consistently they will be able to function. UNWRA is facing issues as well that may affect their ability to function. Since the ceasefire in fall of 2025, the early recovery phase has been delayed due to an inability to access rebuilding materials and supplies, leaving the system largely on conflict-footing even now as we await the presence of a functional Board of Peace/NCAG and an International Stabilization Force. In this context, primary health services and their functionality remain critical. UNICEF expects to play the leading role in PHC recovery and rebuilding. Led by a Health Manager with a technical link to the State of Palestine Office, the Health and Nutrition Specialist will have an NOB reporting to them and will lead the work on early recovery and rebuilding of the primary health systems.
